the Police Department for the best men to be endeavouring to leave it for other departments. The man have seen, constables or lance- -sergeants with no axesa merit compared to many in the same ranks joining other departments and straight away receiving the salary of a First Class Police Inspector, with most of the privileges, the only drawback being the length of service necessary to qualify for pension (55 years instead of 45 years).

(III). The change in system in calculating leave and pensions is now being felt. The men who have recently gone on pension had pension calculated at 3/8 to the dollar which gives a pension rate of 22% extra on equivalent salaries. Their argument being that it is not equitable that as service conditions become more onerous and living

expenses at home greater pensions should be lese.

(IV). Another reason is the greater cost of living owing to

the war. This however on analysis is not considerable, and is a

burden that everyone must bear to some degree.

3. Turning now to the main question raised in the two petitions

that of salaries and pensions. Appendix A shows the salaries drawn by

the Europem Members of the force in the years 1915, 1910 and 1905.

The question however of extras received is considerable and will be

fully dealt with. In 1913, a considerable amount of extras for

Harbour Office work, Sanitary Department work etc., were abolished.

The sterling salaries were increased, and it was calculated that the

net increase involved on maxima salaries by this adjustment and in-

-orease would amount to £1,090 less 2438 - £552 or an average of about £3 5 a year per head amongst the whole force..

At about the same time the police in common with other

European Public Officers commenced to enjoy the privilege of having

80% of their salaries converted as if the value of the dellar was

1/9. This concession has however during the last 6 months made little difference as the exchange rate for the dollar has been close on 1/9. The above is practically the only increase the Police have received

in a peried extending over ten years.
